Humanitarian organizations rarely lack commitment. What they often lack is technical support that fits their size, their budget, and the conditions they actually operate in. That is the gap this programme addresses.
Displacement in Africa alone stands at roughly 35.7 million people, concentrated across Sudan, the Democratic Republic of the Congo, Ethiopia, and Somalia. A substantial share of the assistance reaching those populations is delivered by national and local organizations that operate with limited budgets, small teams, and none of the specialist support functions available to large international agencies.
Those organizations are frequently asked to meet the compliance and duty of care standards of the international system without being given the resources to build the capability behind them. The result is a well documented imbalance: local partners take on more of the operational risk while holding fewer of the tools for managing it.
ARAC International works on the technical side of that imbalance. We provide advisory support, planning assistance, and practical documentation to organizations delivering humanitarian assistance in difficult settings. The work is deliberately scaled to the partner. A guidance framework that assumes a dedicated safety department is of no use to a team of eleven people covering three districts.
Structured assessment of the conditions affecting whether assistance can reach the people it is intended for, including route conditions, local authority relationships, and community acceptance.
Practical help with the policies, briefings, and procedures an organization needs to meet its obligations to staff and volunteers, written at a scale the organization can maintain.
Support for planning that anticipates deterioration: what triggers a change in posture, who decides, and what the fallback options are. Plans are written to be used under pressure.
Advisory support on the relationships that keep humanitarian teams safe. Acceptance is built through consistent conduct and communication over time, and it is the primary protection most local organizations have.
Help ensuring that assistance delivery does not create new harm, with attention to how aid distribution interacts with existing tensions over resources and status.
Support in producing clear operational reporting for boards, funders, and coordination bodies, distinguishing what is known, what is reported, and what is assessed.
